लोकसभा स्पीकर बनते ही ओम बिरला ने अपने पहले ही संबोधन में सदन को इमरजेंसी की याद दिलाई और इतिहास के काले धब्बों में दर्ज आपातकाल की निंदा की. इस पर विपक्षी दलों ने जोरदार हंगामा किया. हालांकि, इमजेंसी को लेकर इंडिया गठबंधन की पार्टियां बंटी हुई नजर आई. ओम बिरला ने विपक्ष के विरोध के बीच सदन में आपातकाल का जिक्र करते हुए कहा कि, आपातकाल भारतीय लोकतंत्र का एक काला अध्याय है.
