कश्मीरी पंडितों का पलायन 19 जनवरी 1990 को शुरू हुआ। लेकिन उससे भी बड़ा सच ये है कि, इस पलायन की पृष्ठभूमि पिछले 10 वर्षों में तैयार हुई थी। और इन 10 वर्षों में 9 साल 11 महीने तक देश में कांग्रेस की सरकार थी। लेकिन कांग्रेस का कहना है कि इस नरसंहार के लिए उसके 9 साल 11 महीने जिम्मेदार नहीं है। बल्कि वी.पी. सिंह की सरकार का एक महीना ही इस पूरी स्थिति के लिए जिम्मेदार था।
