जम्मू कश्मीर में चुनाव आयोग की ओर से नई व्यवस्था यह तय की गई है कि जो लोग गैर कश्मीरी है लेकिन वहां रह रहे हैं वह भी चुनावों में वोट डाल सकते हैं इसके लिए उन्हें अपना नाम वोटर लिस्ट में शामिल कराना होगा. चुनाव आयोग के इस कदम के बाद PDP की अध्यक्ष महबूबा मुफ्ती ने प्रेस कॉन्फ्रेंस की और उन्होंने इस पूरे मामले को बाहरी बनाम कश्मीर का मुद्दा बनाने की कोशिश की.
