देश के क़ानूनी सिस्टम को जो भी जानता है उसे अच्छा से पता है कि ये एक मल्टीलेयर सिस्टम है। इसमें सबके रोल बंटे हुए हैं, और इसमें चेक एंड बैलेंस का भी पूरा प्रावधान है। एक पॉपुलर लाइन है कि भले ही 100 गुनहगार छूट जाएं, पर एक भी बेगुनाह को सज़ा नहीं होनी चाहिये। .. कोई क्राइम होता है तो पुलिस उसे इन्वेस्टिगेट करती है, आरोपी को पकड़ती है। ...और फिर कोर्ट में पेश करती है। वो आरोपी...अपराधी है या नहीं, ये कोर्ट तय करता है। जांच होती है, सबूत रखे जाते हैं, दलीलें दी जाती हैं। उसके बाद कोर्ट का फ़ैसला आता है। एक कोर्ट से फ़ैसला पक्ष में ना आए, तो उससे बड़ी कोर्ट में जा सकते हैं। ...और वहां भी न्याय न मिले तो उससे भी ऊपर कोर्ट है। यही पहले भी होता रहा है..और यही आज भी होता है।
